Most Americans Think the United States Should Pursue Global Free Trade

The economic policies and market turmoil of the first three months of the Trump administration have had a notable effect on American views of trade. A joint Chicago Council on Global Affairs-Ipsos poll fielded April 18–20, 2025, shows most Americans view international trade positively, and a majority now favor global free trade rather than seeking economic self-sufficiency. Large majorities across party lines also say international commerce not only leaves consumers better off but also fosters domestic job creation.

Trump’s approval rating on trade hits a new low

Sentiment about Trump’s job performance has stabilized, with 46% approving, up 1 percentage point from last week, and his disapproval rating unchanged at 52%. Voters are 7  points more likely to disapprove than approve of Trump’s handling of trade (49% to 42%), marking a record low in surveys conducted since he took office in January. Voters are 15 points more likely to trust Democrats in Congress (52%) over their Republican counterparts (37%) to handle health care issues, tying a high since Trump took office in January.

Sixty-two percent of Americans in 2025 report owning stock, matching the 2024 reading and similar to the 61% recorded in 2023. This follows more than a decade, from 2010 to 2022, when the rate was below that mark.
